Municipal Councillor Candidate Survey Results

The Chamber sent a survey of seven key questions to candidate running for council in Kitchener, Waterloo, and Woolwich Township in order to gauge where candidates stand on issues important to the business community.

After extensive consultation with our membership through our member partners and advocacy committees the Chamber narrowed the business community policies to seven questions. Each question had a yes or no answer and we allowed each candidate to clarify their answer with a show explanation. If there is no comment below the answer the candidate did not provide one.

“Great to see a question directly impacting Kitchener’s Ward 1!  Commuters that currently take Victoria St. to Guelph are intimately aware of frustrating traffic-delays.  What’s equally important is the lost productivity this bottleneck has created.  While we need to be careful with development related to HWY 7, it’s clearly a much-needed piece of an effective transportation infrastructure.”

They wouldn’t change where the funding went, so why bother? or 2. CEI would change where the funding went and organizations that lost funding would come to council, intent on recovering lost funds.  In the latter-case, Council has a history of granting funds outside of our budget.”

“Absolutely.  In fact, I’ve been a strong proponent.  To our detriment, the tri-cities have a history of competing with one another.  Ask any resident whether they’re concerned with working at say Blackberry in Waterloo, or Toyota in Cambridge.  Absolutely not.  What’s good for our neighbours is good for Kitchener.  Together, we can become an economic-engine that rivals the world’s best, but only if we trust, have faith, and grant autonomy to this regional initiative.”

“I’d preface by saying I have a tremendous amount of respect for our fire department even having both friends and family that are Firefighters.  My concern is simple… pay increases are simply out-of-line with every other city department, and provincial law has made it impossible to correct the discrepancy.  This flaw lies squarely with our provincial government’s arbitration system and needs to be corrected post-haste, so we can move forward together as responsible and equitable employers.”

We need to spend the budget hiring more officers and fire fighters.”

“Having one organization that receives funding from various councils can be an efficient way for councils to not chose one organization over another and just set aside a certain amount of funding for arts and culture. One example would be having the organization send annual reports to councils explaining how and why funding was distributed.”

“There needs to be a tax that is relative to the actual expense incurred by the municipality. We do not want excess taxes that create barriers for people purchasing new homes within our municipality.”

“Traffic congestion needs to be eased and traffic safety needs to be improved. As our area grows we need good connections between the region and Guelph to enhance economic development.  The province has delayed this project. EA approval was originally granted in 2007. The Value Engineering study that began in 2007 added some improvement suggestions to the original design.  These local, well researched ideas must be considered in the province’s plans.”

“Municipalities and School boards must be able to get good work for good value.  There should not be restricted access to who does the work. All qualified, certified workers should be able to perform work. Value for tax dollars must not come at the expense of using workers who are not compensated fairly for their work or using workers who are not certified or trained to do the job.”

“Citizens expect their tax dollars get the best value. There should be no restrictions to who can bid on a project. The bidding process must be completely equal and fair to all who bid. The bids meet all provisions set out in the tender.  The work performed must all be done by qualified, certified workers who are paid fairly. The municipality must be able to choose the bid that gets the maximum value for the tax dollars spent.”

“They advocate for funding on behalf of the region. They must be as lean an organization as possible to make sure funding goes to attracting the best artists here, arts and culture projects and the promotion of them. They must also increase their visibility and presence in the region. There is not a public face to this organization like David Marskell is for TheMuseum. They must able to clearly show how their efforts have made a difference.”

“I fully value the work our police and fire services provide. They’re high risk jobs that not everyone can do.  They are also great contributors to community projects and charity events and are excellent role models. On the other side of that is taxpayer expectation. I have been told many times as I campaign especially by those on fixed incomes and in single parent situations that every dollar counts to them. I would hope that a fair to both sides deal could be reached through negotiation.”

“Choosing yes or no is difficult. This tax makes buying a home more expensive. The money could be better spent by the new  homeowner to purchase new appliances, furniture or home improvements and renovations and stimulate the local economy. First time buyers should be totally exempt as every dollar counts for them. I would want to cap the rate at 1% overall.”

“There are many factors that must be considered when awarding contracts including price, quality, service and if they are a local company. It is also important to understand if the company quoting is qualified to do the work, is reputable and supports their employees.”

“I don’t think we are ready to transfer the responsibility to Creative Enterprise.  The concept behind Creative Enterprise makes sense in terms of potential to draw support from the private sector, however they have not been able to meet their targets to this point.  I would like to see the arts and culture funding flow through C.E. but internal improvements must be made before we can transfer that responsibility.”

It is important that the plan addresses arts and culture, education, environment and the non-profit sector as part of the framework.”

“I know municipality’s responsibilities are downloaded by higher levels of government. With current sources of revenue for cities flattening out, this gets very difficult to carry out.  However, this is not a good revenue stream for municipalities to tap into.  There will be numerous effects on various industries associated with the building industry.”

“I believe it is helpful for the municipality to have a good understanding of the cultural organizations operating within its boundaries – and a direct link to them is important in that regard. So far I watched and visioned that City is operating on ancient Bi-Laws that needed to be changed or amend.
